I've been doing a fair amount of rearanging of table rows, mostly based on changing business requirements.

In version 4, there's no easy way of rearranging the rows. The following steps overwrite a table row, instead of placing the contents above or below the highlighted row.

1. Highlight a table row.
2. Ctrl-X.
3. Highlight the first cell in another row.
4. Ctrl-V.

My frame of reference is Microsoft Word, which is useful in this respect.
